Article II. STANDING COMMITTEES |
§ 205. Appointment to committees.
Appointment to commission standing committees shall be as follows:
a.
Service on standing committees shall begin on the second Monday in January following a November election;
b.
Each at-large commissioner is to serve on two different standing committees;
c.
The at-large member of each standing committee shall appoint the respective standing committee chairperson from the membership of that standing committee;
d.
The at-large member may serve as chairperson or may appoint another standing committee member for a two-year term;
e.
The term served by each commissioner shall be determined by the mayor; a commissioner may be removed from a standing committee with the approval of the standing committee chairperson;
f.
The mayor shall appoint a minimum of five commissioners to each standing committee, including the at-large commissioner, but not including the mayor or the committee member serving on behalf of the board of public utilities, unless the mayor determines a greater or lesser number is needed for the work of a committee;
g.
The public works and safety committee and the economic development and finance committee shall each include one voting member selected by the mayor from among the elected members of the board of public utilities;
h.
The neighborhood and community development committee shall include at least one voting member from each of the other three standing committees;
i.
Standing committee jurisdiction shall be limited to matters affecting general policy and budget; matters affecting administration, personnel and daily business operations are specifically reserved for the administrator as such matters are administrative functions of the unified government; and
j.
Commissioners who are not members of a respective standing committee may participate in the discussions of standing committee meetings and may ask questions and generally be involved in standing committee business; however, non-member commissioners shall have no vote on standing committee agenda items unless selected as a substitute member by the standing committee chairperson.
