§ 403. Administrator to act as administrative head of unified government.

  • The administrator shall act as the administrative head of the unified government and in such capacity shall direct the affairs of the unified government within the limits of the budget and policies established by the commission and the requirements of Kansas law:

    a.

    The administrator, or a designee in case of absence, shall attend all meetings of the commission:

    (1)

    The administrator shall have no vote in the public meetings of the commission and shall refrain from attempting to establish policy except to make recommendations to the full commission and to the standing committees; and

    (2)

    The administrator shall observe the highest standards of ethics of the administrative profession and shall, by ordinance or contract, be subject to a code of ethics applicable to members of the public administration profession and the code of ethics established for employees of the unified government.

    b.

    The administrator, and not an individual commissioner or the mayor, may request certain department heads and employees of the unified government to attend commission meetings.
