Article II. EMERGENCY MANAGEMENT AGENCY |
§ 12-32. Responsibilities and powers of unified government officials.
(a)
The unified government board of commissioners, having a disaster agency, shall notify the state division of emergency management of the manner in which the unified government is providing or securing disaster planning and emergency management. This article and any subsequent changes shall be provided within ten working days to the state division of emergency management.
(b)
The unified government board of commissioners shall provide for the establishment, staffing, operation, and support of the emergency management department, and support shall, at a minimum, consist of the following:
(1)
Unified government-provided office space and clerical support sufficient to perform the required emergency management functions;
(2)
Unified government-provided transportation or reimbursement for transportation used for official duties;
(3)
Unified government-provided communications systems (e.g., portable radios, pagers, cellular telephones, etc.) for 24-hour a day notification of and coordination by the emergency management department; and
(4)
Designation of one or more persons to act as an alternate director of the emergency management department when the director is not available.
(c)
The mayor/chief executive officer or county administrator or a designated successor shall be responsible for the issuance of proclamations of local emergency as provided in K.S.A. 48-932.
