No wholesale or retail dealer in firearms shall possess for the purpose of sale or
sell any handgun unless such person keeps a full and complete record of the name of
the maker, the model, the manufacturer's number, or other mark of identification of
the firearm, the name and address of the person from whom purchased and to whom sold,
and the date of such purchase or sale. Such record shall be open to inspection at
all times to any police officer or other peace officer of the state.
