§ 28-41. Reserve police unit creation and organization.

  • (a)

    There is hereby established in and for the city a reserve police unit within the city police department. Such reserve force shall be under the command of the chief of police and shall be provided training, equipment, uniforms and arms as the chief of police shall direct, and when assigned to active duty, the members of the reserved force shall possess all of the powers of a regular police officer and shall be subject to all of the laws and regulations applicable to officers; provided, however, the chief of police shall by rule or regulation, in his discretion, fix a total in number which the reserve force may not exceed.

    (b)

    In the event of a natural disaster, riot or other emergency, as declared and defined by the mayor, the chief of police may appoint special officers or patrolmen for temporary service in addition to the police reserve force herein provided for, but the length of time for which such officers or patrolmen shall be employed shall be limited to the time during which such emergency shall exist.

    (c)

    The police reserve unit shall function primarily to augment the manpower available to elements of the department where personnel shortages exist during certain hours and periods.

    (d)

    Reserve officers will be considered on permanent active duty status. This status extends to such authority and duties as set forth in the rules and regulations for said unit as shall be developed by the chief of police. Individual reserve officers will be assigned for duty with specific departmental elements and will be under direct supervision of their respective elements.
