§ 29-49. Authority.

  • (a)

    Principal contracting officer of the unified government. The purchasing director shall serve as the central procurement officer of the unified government.

    (b)

    Power to adopt operational procedures. Consistent with the provisions of this chapter, and with the approval of the unified government administrator, the purchasing director may adopt operational procedures governing the internal functions of the purchasing division.

    (c)

    Duties. Except as otherwise specifically provided in this chapter, the purchasing director shall, under the supervision of the unified government administrator and in accordance with regulations promulgated by the unified government administrator:

    (1)

    Procure or supervise the procurement of all supplies, services, and construction needed by the unified government;

    (2)

    Exercise general supervision and control over all inventories of supplies belonging to the unified government;

    (3)

    Sell, trade, or otherwise dispose of surplus supplies belonging the unified government; and

    (4)

    Establish and maintain programs for the inspection, testing, and acceptance of supplies, services, and construction.
