§ 29-92. Promulgation; delegation; effect on contract rights.

  • (a)

    Promulgation of regulations. Regulations shall be promulgated by the unified government administrator in accordance with applicable procedures set forth by charter ordinance or ordinary ordinance and shall be maintained in the office of the unified government administrator and open to public inspection at all times.

    (b)

    Delegation prohibited. The unified government administrator shall not delegate the power to promulgate regulations.

    (c)

    Regulations shall not change existing contract rights. No regulation shall change any commitment, right, or obligation of the unified government or of a contractor under a contract in existence on the effective date of such regulation.
