§ 2-101. Appointment.

  • The mayor shall appoint and dismiss with the consent of the commission a county administrator. The county administrator shall be appointed on the basis of executive, managerial and administrative qualifications as demonstrated by a verified record of training and experience. The county administrator shall be a resident of the county while in office. The terms and conditions of employment of the county administrator shall be reduced to writing; provided that the mayor shall retain the power to dismiss the county administrator with consent of the commission upon reasonable notice and without cause. The county administrator shall report directly to the mayor and shall be subject to an annual performance review by the mayor and commission. The performance review shall establish reasonable goals and achievable objectives for the county administrator to attain during the next review period. The mayor shall, with the advice of the commission, establish the criteria and methodology by which the annual review shall be conducted.
