The presiding officer may at any time, in the absence of objection thereto by a member,
permit a member, upon his or her request, to introduce, or to call up out of its regular
order on the docket, an ordinance, resolution or motion; if a member objects thereto,
the presiding officer may permit said member to introduce or call up any such matter
by a vote of six members.
