Unless otherwise required by federal, state or local law, the mayor shall appoint
the chairperson of all agencies, boards, committees or commissions. Nothing herein
shall prohibit the unified government from adopting an ordinance or resolution providing
that the members of a specified agency, board, commission or committee may elect a
chairperson from their membership.
