No person shall discharge, place, deposit, or permit to be deposited in any unsanitary
manner on public or private property within the unified government any sewage, animal
excrement, garbage or other objectionable waste. Whenever a building sewer or drain
is obstructed with tree roots or found broken, defective or disconnected so that the
sewage or drainage escapes into the surrounding soil or into the adjoining premises
or so that damage or obstruction may occur to the municipal sewer system, the owner
shall repair or replace the building sewer at the expense of the property owner.
