No person shall uncover, make any extension of, connections with, open into, use,
alter, or disturb any public sewer, sanitary sewer, combined sewer, storm sewer, or
drainageway or appurtenance thereof without first obtaining a written connection permit
from the director. The application shall contain information as required by the director.
The director shall review the application. Upon approval and payment of the fees for
each connection, a permit for making the connection shall be granted.
