It is found, determined, and declared that the elements of the stormwater and surface
water management system which provide for the collection, treatment and disposal of
stormwater and surface water are of benefit and provide services to property within
the city. The beneficiaries of the system include all real properties within the city
which are served and/or benefit by the provisions, operation, regulation, and improvement
of the system. Such benefits may include, but are not limited to, the provision of
systems of collection, conveyance, detention, treatment and release of stormwater
and surface water, the reduction of hazard to property and life resulting from stormwater
and surface water runoff, improvement in general health and welfare through reduction
of undesirable stormwater and surface water conditions, and improvement to the water
quality in the stormwater and surface water system and its receiving waters.
