§ 31-11. Responsibility of owner or occupant to keep premises free of garbage and trash.

(a)

The owner or the agent thereof, or the occupant, of any premises within the city shall be responsible for the sanitary condition of the premises occupied by such person. It shall be unlawful for any person to place, deposit, or allow to be placed or deposited on such person's premises any garbage or trash, except in accordance with the terms of this chapter.

(b)

Any person responsible for trash on premises not served by the trash collection contractor of the city or for trash not acceptable for collection by the city or its contractor shall make arrangements for the collection and disposal of such trash with a trash collector who holds a valid permit issued under this chapter.
