§ 31-13. Public landfills.

  • (a)

    All public landfills of the unified government shall be open for dumping purposes from 8:00 a.m. to 5:00 p.m. during the months of May, June, July, August and September; and from 8:00 a.m. to 4:00 p.m. during the months of October, November, December, January, February, March and April.

    (b)

    There shall be an attendant at all public landfills at all times when the dumps are open. Such attendant shall have full power and authority to direct where any materials may be dumped and shall have power to refuse or reject any materials offered as waste.

    (c)

    It shall be unlawful for any person to dump, place or deposit, or cause to be dumped, placed or deposited upon any public landfill within the jurisdiction of the unified government any garbage, slop, foul or dirty water, any disagreeable or noxious liquids or substances, any filth, refuse, offal, manure, fish, putrid meat, decayed fruit or vegetables, dead animals or any substances which emit or cause any foul, offensive, noxious, unhealthy or disagreeable smell or odor, provided, however, garbage and trash may be dumped or deposited in an approved landfill-operated dump.

    (d)

    It shall be unlawful for any person to dump, place or deposit upon any public landfill of the unified government any papers, unless such papers are baled or placed in containers so the same will not be blown or scattered around in such public landfill; provided, however, that garbage and trash may be dumped or deposited in an approved landfill-operated dump.
