§ 31-2. General authority of public health department and water pollution control division.

  • The public health department, in order to protect the health and safety of the people of the city, is authorized and directed, by implementing and enforcing the provisions of this chapter, to control the storage, collection, and disposal of garbage and trash within the city, and to approve and regulate the establishment, maintenance, and operation of private garbage and trash collection systems and garbage and trash disposal methods and sites. The water pollution control division, in order to protect the health and safety of the people of the city, shall provide a public garbage and trash collection and disposal service from the premises within the city, so that the type and usual quantity of garbage and trash can be safely and expeditiously handled by such collection and disposal service.
