An all-weather access road, negotiable by loaded collection vehicles, shall be provided
to the entrance of the landfill where a public road does not exist. Access roads to
the entrance of the landfill shall be paved or surfaced with such materials as asphalt,
crushed rock or soil cement and shall be provided with a base capable of withstanding
anticipated load limits. Such access road shall extend from the gate of the landfill
to the unloading area unless provisions are made for an alternate disposal site with
an all-weather access road to the unloading area to be used only during inclement
weather. When necessary, operational roads within the site shall be treated to control
dust.
