§ 32-21. General standards.

(a)

No person shall excavate the right-of-way, construct in the right-of-way, use the facilities within the right-of-way, or disrupt or obstruct the right-of-way except as provided herein.

(b)

This article shall apply to the right-of-way within the limits of the city and the unincorporated area of the county.
