Any vendor license issued prior to July 1, 2004, pursuant to division 2 of this article,
shall continue to be subject to automatic renewal through December 31, 2005, notwithstanding
any requirements for licensure that would disqualify said applicant from licensure
under the requirements of this article. After said date, all applicants shall meet
all requirements for licensure. All prohibited conduct and standards of operation
prescribed herein shall be met by all licensed owners and operators as defined herein.
