§ 32-291. Exemptions.

This article does not apply to:
(1)

Funeral processions or parades.

(2)

Activities of a governmental agency acting within the scope of its governmental authority.

(3)

Any bona fide athletic event or contest or educational activity that is scheduled or sponsored by the parks and recreation division.
