§ 3-13. Review of new or altered sources.

  • (a)

    This section is applicable to any stationary source the construction or alteration of which is commenced after February 28, 1974.

    (b)

    No owner or operator required to register under section 3-12 shall commence construction or alteration without first obtaining approval from the director.

    (c)

    No approval to construct or alter will be granted if it is determined that the proposed source will prevent the attainment or maintenance of any national ambient air quality standard, or violates the provisions of any applicable emission control regulation.

    (d)

    Approval to construct or alter shall not relieve any owner or operator of the responsibility to comply with all local, state, and federal regulations.
