§ 3-2. Purpose.

It is the purpose of this chapter to preserve and enhance the quality of the air in the unified government so as to protect human health and safety, prevent injury to animal life and property and foster the comfort and convenience of the citizens of the unified government through the prevention and control of air pollution emissions. This shall be achieved by promulgation and enforcement of emission standards and control regulations requiring that air pollution sources provide the highest degree of controls attainable through the application of the maximum control technology available as has been commercially demonstrated prior to the time of installation.
