§ 5-2. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Ambulance means any privately or publicly owned motor vehicle, airplane, or helicopter designed, constructed, repaired and equipped for use in transporting and providing emergency care for persons who are ill or injured.

    Ambulance service means any organization operated for the purpose of transporting sick or injured persons to or from a place where medical care is furnished, whether or not such persons may be in need of emergency or medical care in transit.

    Ambulance service contractor means that person selected by the unified government, pursuant to a competitive request for proposal process, which is awarded the sole right to provide certain and specific defined specialized activities of an ambulance service in the service area.

    Emergency call means any request for ambulance services which may be of a life or limb-threatening nature, and which apparently requires immediate response by an ambulance.

    Emergency medical services or EMS means the effective and coordinated delivery of such care as may be required by an emergency, including services provided by first responders, care and transportation of individuals by ambulance services and the performance of authorized emergency care by a person licensed to practice medicine and surgery; a licensed professional nurse; a registered physician's assistant or attendant, emergency medical technician; an emergency medical technician, intermediate; an emergency medical technician, defibrillator; or a mobile intensive care technician, all as defined by K.S.A. 65-6112.

    First responder means a person who has successfully completed the course of training and preliminary emergency care, holds a valid first responder certificate by the state emergency medical services board pursuant to K.S.A. 65-6142, and who provides services to persons that need emergency care, assists in the stabilization or improvement of such person's condition until the ambulance arrives at the scene, and assumes responsibility for such person.

    Patient means a person who is either ill, sick, injured, wounded, helpless or otherwise incapacitated and who is in need of, or is at risk of needing, medical care or assessment during transportation to or from a health care facility and who is reclining or should be transported in a reclining position under applicable medical protocol.

    Permit means that document required to be obtained by:

    (1)

    The unified government's ambulance service or its contractor;

    (2)

    Each emergency medical technician; and

    (3)

    Each ambulance.

    Routine transport means any request for ambulance service for a patient that is not an emergency call.

    Service area means that area which is contained within the boundaries of the municipal limits of the city and of those jurisdictions participating in the city's EMS system.
