§ 5-4. Violations.

It shall be unlawful:
(1)

To use or cause to be used any ambulance service other than that of the unified government's ambulance service or that of the unified government's contractor for a specialized service that is covered by an agreement between the unified government and the contractor.

(2)

For any person except the unified government or the ambulance service contractor to provide ambulance service within the service area except as provided for in section 5-3(a)(1)—(a)(5).
