It shall be unlawful for any person to conduct a public dance hall or skating rink,
to have charge or control in, over or about the same, to hold, conduct or carry on,
or to cause or permit to be held, conducted or carried on, any dance in any such dance
hall or skating in any such skating rink, without first having procured a permit from
the domestic relations officer.
