Whenever any animal is found confined in a motor vehicle in a public place under weather
conditions that endanger its life, as determined by an animal control officer and/or
law enforcement officer, law enforcement may, enter such vehicle and rescue such animal
and impound it. A prominent written notice shall be left on or in the vehicle advising
that the animal has been removed under the authority of this section and impounded.
