§ 29-607. Statement of policy and its implementation.
(a)
Statement of policy. It shall be the policy of the unified government to afford minority business enterprises (MBEs) and women-owned business enterprises (WBEs) the maximum opportunity to participate in the performance of unified government contracts and subcontracts; to assure greater participation and development of bona fide WBEs and MBEs in unified government projects, including, but not limited to, participation as contractors, subcontractors, vendors and suppliers, and to assure that all unreasonable obstacles and impediments to such participation within the unified government's control are eliminated.
(b)
Implementation. The purchasing director shall implement the policy set forth in subsection (a) of this section in accordance with regulations promulgated by the unified government administrator under this article. The unified government administrator shall promulgate regulations establishing detailed definitions of the terms "minority business enterprises," "women-owned business enterprises," "services," "supplies," "equipment" and "construction."
