§ 2-103. Powers and duties of the county administrator.

  • The county administrator shall be the chief administrative officer of the unified government and shall be responsible to the commission for administration of all unified government affairs placed in his or her charge by or under the authority of the commission. The county administrator shall:

    (1)

    Be directly responsible for the daily functions of the unified government administration;

    (2)

    Organize the unified administration and direct and supervise the organizational structure of all offices and appointive officers and employees of the unified government except as otherwise provided by Kansas law;

    (3)

    Have the responsibility to execute the policies of the unified board of commissioners through the functional divisions and departments of administration;

    (4)

    After appropriate consultation with the commission, prepare and submit a recommended annual budget including all revenue sources to the commission for final adoption and be responsible for the administration of the budget after the effective date;

    (5)

    Report to, confer with, assist and advise the mayor and make recommendations to the commission on all matters concerning the welfare of the unified government;

    (6)

    Insure that all ordinances, resolutions, codes, regulations, rules, policies, directions and actions of the commission are faithfully enforced, administered and executed;

    (7)

    Direct and supervise the administration of all appointive officers and employees of the unified government except as provided by Kansas law, attend all Commission meetings, have the right to take part in discussion and attend all regular, special and executive meetings except those in which the continued employment of the county administrator is the business under consideration;

    (8)

    Assist the mayor and commission in the preparation of meeting agendas, ordinances, resolutions, rules, regulations and policies and all such other matters as may be requested by the commission;

    (9)

    Submit to the commission and make available to the public periodic and annual reports of the financial administrative affairs of the unified government and keep the commission advised of the financial conditions and needs of the unified government;

    (10)

    Prepare and submit to the commission annually before July 15, recommendations for a capital improvement and financing program for the unified government;

    (11)

    Appoint and dismiss employees designated as key division heads;

    (12)

    Prepare for adoption by the commission a personnel classification and compensation system and policies relating to the selection, discipline, dismissal and all other personnel related matters applicable to all employees of the unified government;

    (13)

    Develop a compensation and qualification system for all personnel of the unified government which systematically and fairly compensates employees of the unified government and also identifies and selects individuals with the proper level of skills, abilities and knowledge associated with each position that is required for the unified government; and

    (14)

    Sign all contracts, deeds, and other documents other than those authorized by the commission to be signed by the mayor or those which state or other law require the signature of the chief executive/mayor.

    The county administrator shall have all other powers and duties conferred upon the position by the Charter, Kansas law, actions of the commission or that may be inherent in the administration of the unified government.
