Binding action of the board shall be taken by the affirmative vote of six or more
members, including the mayor in the case of a tie vote or in the case of an affirmative
vote of less than six trustees present, unless a greater or lesser number of votes
is required:
a.
All actions and recommendation of the standing committee to the board shall be based
on the affirmative vote of four standing committee members taking part in the standing
committee meeting.
