§ 921. Administrator responsible for conduct of employees.

  • While the presiding officer shall have the authority to preserve decorum in meetings insofar as unified government staff members and employees are concerned, the administrator shall be responsible to the board for the orderly conduct and decorum of all employees under his or her direction:

    a.

    The administrator shall take such disciplinary action as is appropriate pursuant to the unified government personnel policy manual to insure that such decorum is preserved at all times by unified government staff members and employees in meetings;

    b.

    The administrator or a staff officer desiring to address the board or members of the public shall be recognized by the chairperson, shall state his or her name for the record and shall limit his or her remarks to the matter under discussion;

    c.

    All remarks and questions addressed to the board as a whole and not to an individual member; and

    d.

    No staff member, other than the staff member having the floor, shall enter into any discussion, either directly or indirectly, without permission of the presiding officer.
