No person shall discharge to the storm drainage system any sanitary sewage, sewage,
wastewater, industrial waste, or other polluted water, except where suitable treatment
has been provided and a wastewater discharge permit issued in accordance with this
chapter. That the unified government may permit certain wastewater discharges to a
combined sewer or storm sewer does not alleviate any obligation of any person to comply
with applicable state and federal regulations concerning discharge of wastewater and
stormwater to waters of the state. All discharges, direct or indirect, to storm drainage
systems shall be in accordance with section 30-123.
