No person shall build, construct, operate or maintain privately owned wastewater treatment
works without the written approval of the director. The director shall have the right
to require any information necessary, including inspection, to ensure that the proposed
or existing privately owned wastewater treatment or pretreatment facility will meet,
or is meeting, all applicable local, state, and federal requirements, including pretreatment
requirements. Private on-site wastewater systems that hold a valid permit under section 30-229 are excluded from this section.
