Article XX. PARKING IN RESIDENTIAL DISTRICTS |
§ 35-964. Use of residential parking permits; violations.
(a)
All residential parking permits shall be displayed on the rear windshield on the driver's side of the vehicle so as to be easily visible from outside the vehicle.
(b)
A permit does not guarantee or reserve a parking space within a designated residential permit parking area. A permit does not authorize the standing or parking of any vehicle in such places and during such times as the stopping, standing, or parking of vehicles is prohibited or otherwise restricted and does not excuse the observance of any traffic regulation, other than the two-hour parking limit enforced in the residential permit parking area. Permission to park in the residential permit parking area is suspended temporarily during any snow emergency or period of temporary no parking for construction purposes.
(c)
Only residents of a residential permit parking area are eligible to receive a permit. It is a violation of this article for any person who is not a resident of a residential permit parking area to apply for a permit or display a permit on his vehicle.
(d)
Only the motor vehicle listed on the permit or on the application is eligible to display a permit issued under this article. It is a violation of this article to display a permit on any vehicle other than the vehicle listed on the permit or on the application.
(e)
It is a violation of this article for a resident of a residential permit parking area to apply for and to obtain a permit for any vehicle which is not either owned by the resident or used by that resident as a primary means of transportation.
(f)
It is a violation of this article for any person to represent in any fashion that he is entitled to a permit authorized by this article when that person is not so entitled. The display of a permit on a vehicle by a person not entitled to it constitutes such a representation.
(g)
Whenever the holder of a residential parking permit, or the vehicle for which the parking permit was issued, no longer fulfills one or more of the applicable provisions of this article, the holder shall notify the traffic engineering division, which may then direct the holder to surrender the parking permit. It is a violation of this article for the holder of a parking permit to fail to surrender it when directed to do so.
(h)
Until its expiration, surrender, or revocation, a permit is valid for as long as the holder resides within the designated residential permit parking area.
(i)
A permit is valid only in the residential permit parking area for which it is issued.
(j)
It is a violation of this article for any person to duplicate or attempt to duplicate a parking permit authorized by this article. It is a violation of this article for any person to display on any vehicle such a duplicate parking permit.
