§ 37-171. Taxicab passenger fares, rate cards.
(a)
Every taxicab business licensed under the provisions of this chapter shall have a rate card for each taxicab issued by the license administrator or issued by any city, any state or any political subdivision with standards comparable to those set forth in this article, setting forth all elements of its rates of fare displayed in such a place as to be in view of all passengers. Such rate card shall include fares for each of the following elements:
(1)
Mileage. Charges for each mile driven or fraction thereof.
(2)
Waiting time. Charges for waiting time which is the time when a taxicab is not in motion from the time of acceptance of a passenger or passengers to the time of discharge, but not including any time that the taxicab is not in motion due to the request, act or fault of a passenger or passengers. Waiting time shall also include the time consumed by passengers loading and unloading packages.
(3)
Traffic delay time. Charges for each minute of traffic delay time which shall mean that time set and determined by the taximeter when the taxicab is stopped in traffic or proceeding at a speed less than ten miles per hour. Also, the passenger shall pay any and all toll charges in addition to the regular fare.
(4)
Trunks. Any charges for hauling of a trunk.
(5)
Baggage. Any charges for the hauling of a passenger's baggage.
(6)
Package-moving. Charges associated with delivery of packages or articles without accompanying passengers.
(b)
The licensee shall have the right to establish a metered fare schedule applicable to all taxicabs for which the licensee holds licenses. Such schedule shall be filed with the license administrator at least 30 days before it shall become effective. Rates may not be changed more frequently than every 270 days. In addition to the rates required in this section the licensee shall display the applicable mileage rate on the exterior of the taxicab in such location and manner as may be approved in advance by the license administrator. No driver shall charge any fare for taxicab service other than a fare determined from the schedule filed with the license administrator in accordance with this subsection. Drivers shall transport passengers by the shortest convenient route unless otherwise directed by the passenger.
