Unless otherwise provided or required by applicable federal, state or local law, a
position on a board, committee, commission or agency created by or under the authority
of the unified government or to which the unified government or a member thereof has
the right or duty to appoint which becomes vacant, shall be filled according to the
procedure set out in this division for the remainder of the unexpired term of the
person vacating the position.
