§ 3-4. Powers of the director.

  • In addition to those powers vested in it by state statute, the director shall, pursuant to the delegation of power set forth in section 3-1, have the power to:

    (1)

    Adopt and promulgate rules and regulations consistent with the intent and purpose of this chapter, specifically including regulations of the installation, regulation and operation of any new equipment or processes capable of becoming a source of air pollution.

    (2)

    Hold hearings upon complaints, time for compliance schedules, variances, or their renewal, revocation or modification. In connection therewith, the director may issue subpoenas requiring the attendance of witnesses and the production of evidence relating to the subject of such hearing.

    (3)

    Enter such orders as may be necessary to effectuate the purpose of this chapter.

    (4)

    Conduct any studies, investigations and research necessary to effectuate the purpose of this chapter.

    (5)

    Collect and make available information to interested parties, subject only to section 3-11.

    (6)

    Advise, consult and cooperate with all governmental agencies and private groups.
